Lead-based paint, banned for residential use since 1978, still exists in thousands of homes and buildings — especially those built before 1960. Found on walls, windows, doors, and trim, it poses serious health risks, particularly for young children and pregnant women.
To reduce exposure, both New York City and New York State have enacted strict lead safety laws. These regulations make it mandatory for landlords and property owners to inspect, manage, and safely abate lead hazards.
At Bangir Construction & Supplies, we’re certified and equipped to help you navigate these requirements with confidence.
NYC property owners must follow several key local laws:
Landlords must identify and remediate lead hazards in apartments where children under 6 reside. Applies to most buildings built before 1960.
By August 2025, all residential units in buildings built before 1960 must undergo certified XRF testing (X-ray fluorescence). This must be documented and submitted to NYC HPD.
Expands lead testing to common areas like stairwells and hallways in multifamily buildings.
Starting January 1, 2025, friction surfaces (window sashes, door frames) must be tested and abated where children under 6 live. Full compliance is required by July 2027.
Outside the city, New York State also enforces lead-safe rules:
